Organization of Preparing Textbooks
of Humanities & Islamic Sciences of Universities (SAMT)
While Universities were closed down after the victory of
the Islamic Revolution, one of the main discussions of then
Association of the Cultural Revolution was the point that
universities are based on four main pillars namely ; curriculum,
academics ,students textbooks. Each of these pillars were
considered at that time.
Due to the fact that our Islamic Revolution is a cultural
revolution in essence humanities have the main stake in the
cultural revolution , the Supreme Council of the Cultural
Revolution(SCCR), that replaced the Association of the Cultural
Revolution , because of the importance of this issue, approved
the establishment of an independent organization on February
26,1384 .It was called the Organization of Preparing Textbooks
of Humanities Islamic Sciences of universities which is known
as the “SAMT” in Persian language. This word is an acronym
of the name of this organization in Persian for the sake of
ease; it is used here from time to time.
The objective of establishing the “SAMT” hereinafter referred
to as “the Organization” was to prepare textbooks of universities
prepare basic books in the field of humanities especially
from the perspective of their relationship with Islamic issues.
By basic books, we mean books such as basics of Islamic economy,
basics of Islamic law Islamic politics, basics of philosophy,
politics so on.
Preparing basic books :
According to the problems resulted from the revolution,
war , martyrdom of lots of seminary scholars the obligatory
transfer of lots of them, also involvement of lots of prominent
academics of universities in other activities, it was very
difficult to prepare basic books.
The Office of the Cooperation between Seminaries Universities
was required to prepare basic books in accordance with objectives
of the Organization. This Office had started its activity
for this very reason since 1982 until its independence the
establishments of the Research Center of Seminaries Universities,
21 books were prepared by this Office.
However, general conditions current situations of country
have brought about situation that we do not achieve the ideal
perfection expected by the Organization (SAMT).
The Organization does its best to compensate obligatory
deficiencies with the assistance of God.
Objectives, responsibilities the structure of the Organization
:
At the 13th session of the SCCR dated Feb .26, 1985 the
establishment of an organization was approved to meet needs
of universities in the field of preparing textbooks in humanities
Islamic sciences. This organization was called “the Organization
of Preparing Textbooks of Humanities Islamic Sciences of Universities”
or SAMT in brief. It started its activities since mid- 1685
as an affiliated organization to the Ministry of Sciences,
Research Technology after acquiring legal permissions.
Responsibilities of the Organization :
In order to achieve the objective that the SCCR was about
to materialize by establishing the Organization the following
responsibilities were assigned to it:
Preparing, compiling translating Persian or non-
Persian references books needed for majors of humanities
at universities.
Establishing ties between scholars of seminaries
academics of universities for joint discussion study about
the issues of humanities since they are related to Islamic
basics issues.
Holding research seminars inviting domestic foreign
authorities to participate in these seminars to have fundamental
study in humanities that are relevant to the Islamic basics
issues as well as presenting results of these seminars to
universities in the from of articles, textbooks, books,
references.
Creating connection between this center similar
centers at country abroad that carry out researches in humanities
Islamic sciences in order to do scientific research exchanges.
Preparing references sources needed for the Organization.
Embarking on publication sale of books references
prepared in this Organization.
Analyzing making comments about books references
of university textbooks in humanities for ratification ,correction
omission of them since issues of humanities are relevant
to Islamic issues the cultural revolution.
The main pillars of the Organization :
The main pillars of the Organization are;
The council of the Organization and
The chairman of the Organization.
A- the council of the Organization which is its highest rank is composed of following
members :
The chairman of the Organization as the chairman
of the council.
Two members of the Supreme Council of the Cultural
Revolution
The research deputy of the Ministry of Science,
Research Technology.
The research deputy of the Organization .
Four individuals upon the recommendation of the
Organization approval of the council.
Meetings of the council shall constitute quorum with the
participation of at least two- thirds of all members its decisions
shall come into force with the approval of the absolute majority
of all members.
B- The chairman of the Organization is appointed upon the recommendation of the
Minister of Science, Research Technology by the approval of
the SCCR. The chairman of the Organization shall have a deputy
or some deputies to whom he can entrust some of his responsibilities.
Organizational affiliation :
The Organization , from the executive perspective, is attached
to the Ministry of Science, Research Technology from the supreme
supervisional perspective of its scientific , research cultural
activities ,it works under the supervision of the SCCR performs
its duties according to the approved articles of association.
Budget Facilities :
The budget of the Organization is registered under the category
of the independent budget in the budget law after its approval
by the Islamic Consultative Assembly.
The Ministry of Science Research Technology deals with
recruiting research scientific forces. The Organization like
other higher education institutes is affiliated to the government.
Activities that have been done up to now in the research
executive fields :
A- Activities in the research field :
The research activities of the Organization has started
since mid- 1985 but two important factors made the current
speed expansion of its activities at early stages invisible.
One of these two factors was related to the nature of every
new task path and the other one was related to the extraordinary
situation of the war that on those days had prevailed its
unsuspicious shadow over our beloved country . However, gradually
thanks to the divine assistance the sincere cooperation of
respected academics of the country, diligent honest personnel
of this Organization, some 600 books in a circulation of 11.5
million copies have been published up to now have been given
to the students of this country who will make the future.
Currently, some 358 books are under compilation, translation,
evaluation, correction, publication sample- reading. The statistical
figures diagrams show that books published in this Organization
have been welcomed by universities , except some books, all
the other ones have been re-published some of them have been
published for the 28th time. One of the achievements
in this domain, has been preparing educational books of foreign
languages for different academic majors at three levels namely
general, semi-specialized specialized. Preparing these books
have surprised the English- speaking academics.
The participation plan with universities research centers
:
In mid-1997, at one of the meetings wherein research deputies
of universities chairmen of research centers were present,
the cooperation plan of universities research centers with
this Organization was raised welcomed . This plan, in brief,
was about the point that universities higher education centers
at the country ever- increasingly expand one of the students’
needs is textbooks that should mainly be prepared by academics
of universities. Therefore, it is necessary to form a public
mobilization to meet this need immediately so that by utilizing
facilities of research scientific centers, texts are prepared
more precisely faster that be suitable for higher education
centers to be given to respectful academics students.
Since early 1991, this plan was introduced at universities
the Organization did its best to execute it. The Organization
explained the importance of such a great task by holding several
meetings justifying officials. The effects of these justifications
become tangible when some works were given to students that
carried the joint emblem of universities the Organization.
Some of these books with the circulation of tens of thousands
copies were absorbed at scientific circles so fast .Universities
observed that by such a cooperation by utilizing the expanded
distribution web of this Organization , they can distribute
the works of their academics among students all over the country
,while without it they could not distribute the scientific
products of their academics well had to store them for
some years. Therefore, day-by-day the range of this cooperation
expanded we hope that in the near future we shake cooperative
hands of all universities higher education centers, and carry
out this great task by sincere cooperation prove that it is
not impossible to work together. It is necessary to seek assistance
of each other in all great tasks in order to have a suitable
performance.
Within this framework, the memorandum of the joint cooperation
has been signed whit 48 research education centers up to now.
All in all , 67 agreements of joint publication of books have
been signed out of which, 44 books have been published, four
books are under publication, four books are in the process
of preparation 15 books are being compiled.
The Magazine of Sokhane- SAMT :
The magazine of Sokhan–SAMT, i.e., the speech of the Organization,
was established in December 1996 with the participation of
the editorial board scientific advisors. The managing director
of this magazine was Dr. Ahmad Ahamadi.
The first second issues of this magazine was published in
January 1997 June 1998 respectively, in the from of a news-
research magazine. However, in line with research activities
of the Organization, since 1998 the policy of this magazine
changed from “news- research” content to the “science- research”
one. We try to make this magazine pave its way among science-
research magazines as a prominent scientific magazine.
General axes agenda of this magazine include following points:
Interdisciplinary studies
Analyzing, review evaluating specialized books of different majors issues of
methodology of review.
Examining educational applied subjects about methods of complying textbooks in
the axes of compilation ,correction translation.
Reviewing studying headlines of courses according to different standards (such
as necessity of philosophy of existence, favorite characteristics,
being up-to-date, responding to applied theoretical needs,
logical complementing lesson headlines of a major).
Introducing latest books published by the Organization
its other activities.
