The Council of Absorbing Experts Without Academic Degrees:

 In order to honor the scientific rank of scientists & researchers in the majors of the language  , literature, culture, Islamic knowledge, art, architecture & humanities who are famous as the men of authority among the professionals or have works , researches  ,or books . These people can be recognized as the associated professors or academics by the board of referees appointed by the SCCR .Therefore,  the by-laws concerning the evaluation of the scientific qualification of experts without degrees was approved at 194th meeting of the SCCR dated December 31,1991. The text of by-laws of evaluating the scientific qualification of experts without degrees is as follows:

The By-laws of evaluating the scientific qualification of experts without degrees:

Article 1-

The scientists & scholars of majors of the language , literature ,art ,  architecture, humanities & Islamic knowledge who are famous as the men of authority among professionals or have written books as well as scholars of seminaries who have passed the high levels can be selected at first or second ranks, .i.e. instructors or associated professors respectively, according to conditions & regulations of this by-laws . This procedure is as follows:

A- Conditions of being accepted as the associated professor:     

The applicant of the rank of the associated professor should possess these qualifications:

  1. He should have completed five years of studies at the level of source of emulation, or have complied a scientific work in his specialized major.
  2. He should participate in the specific examinations held at the Ph.D. level & pass them (topics of the exams contemplated in clauses 2,3,4,5)
  3. He should write a research dissertation in his specialized major.  
B- Conditions of being accepted as the instructor:

The applicant of the rank of the instructor should possess these qualifications:

  1. The minimum age of 25 years old & the maximum age of 40 years old.
  2. He should have studied at least three years of studies at the level of source of emulation or have compiled a scientific work.

    Note- In case an applicant has neither studied at the level of source of emulation nor has written a scientific book , if four out of five members of the Office of Absorbing Experts identify him scientifically qualified , the ratification of these four people can replace  the above- mentioned condition. This note is applicable about applicants of the rank of the associated professor.

  3. 3- Compiling a dissertation in the intended specialized major.
  4. 4- Participating in the certain examinations that will be held for these applicants  & their success in these examinations (topics of the exams are stated in clauses 2,3,4,5)

Note –(added on December 28 ,1993) Regarding the Sunni applicants , it is mandatory that applicants for the rank of the instructor pass a two-year complementary course & applicants for the rank of the associated professor pass a three-year complimentary course. Lessons & contents of these courses are approved by the board of referees referred to in article 8.

Article 2- Conditions for participating in general & specialized examinations:

  1. Sitting for a scientific interview that is done by the commission selected by the board of referees of experts without degrees.

    If the qualification of an applicant is ratified by this commission, a file will be formed for him to sit for examinations.

  2. Applicants who pass the general examination can participate the relevant specialized examination to acquire the rank of the instructor or the associated professor based  on the specified conditions & by the approval of the above-mentioned commission.

Article 3- The topics of general & specialized examinations for Shiites:

A) Topics for the general examination to acquire the first & second     ranks  i.e. the instructor & the associated professor.
  1. Basics of jurisprudence & principle religious ideas (at to level of books titled “Sharhe-lomeh” & “Osoole-Mozaffar”)
  2. The Arab literature (at to level of books titled the “Email” by seyyed Morteza & the” Moqademeh” by Ibni-khaldoon
  3. The logics (at to level of books titled the “Logics” by Mozaffar or the “Hashiyeh” by Molla-Abdollah )
  4. The interpretation (at the level of the second volume of a book titled “Javameol- Jame”)
  5. The history of Islam (at to level of a books titled the “ History” by Mohammad Ebrahim Ayati)
  6. The philosophy (at to level of a books titled “Bedayatol-Hikma”)
B) The topics of specialized examination for acquiring the rank of the instructor.
  1. Basics of Jurisprudence & principle religious ideas (at the high levels or at the levels of books titled the “Vasayel”, “Makaseb”& “Kefayeh”)
  2. The philosophy (at the level of books titled the “Nahayatol-Hikmah” & “Sharhe-Manzoomeh”).
  3. The discourse (at to level of books titled the “Sharhe- Tajrobehyeh- Allameh”).
C) Topics of examination for acquiring the rank of the associated professor:

- In the major of philosophy:

- Philosophy & discourse at the level of books titled the “Shafa”, sixth volume of “Asfar”, & “Borhaneh Shafa”.

Article 4- The topics of general & specialized examinations for Sunnis:

A) Topics for the general examination to acquire the first & second     ranks,  i.e. the instructor & the associated professor.
  1. The jurisprudence (at to level of a book titled “Almoqni-Almohtaj”)
  2. The Arab literature (at to level of books titled “Email by Seyyed Morteza & “ Moqademeh” by Ibne-Khaldoon)
  3. The logics (at the level of books titled the “Logics” by Mozaffar or the “Hashiyeh” by Molla-Abdollah )
  4. The interpretation (at the level of  a book titled “Bayzavi”)
  5. The history of Islam (at to level of a book by Dr. Fayyaz)
  6. The discourse (at the level of a book titled “Sharhe-Aqayede-Nasafi”)
B) The topics of the specialized examination for acquiring the rank of the instructor.
  1. Basics of Jurisprudence (at the of a book titled the “Tohfataol-Mohtaj” by Ibne-Hajar)
  2. The philosophy & discourse (at the level of books titled the “Sharhe-Maqased” by Taftazani & “Hedayatohoo Mareeyani” for Hanafites & “Bahror-Raeq” for Hanafites ).
C) Topics of examination for acquiring the rank of the associated professor:
  1. The principles (at the level of a book titled “Jameol-Javame”)
  2. The jurisprudence (at the level of a book titled “Almajmoo Be Sharhol-Mohazzab Nabavi”)
  3. The discourse ( at the level of books titled the “Sharheh Mavaqef” & “Almabsoote Sarakhsi ”) .

Article 5- The minimum score for being accepted is 14.

Article 6-

Experts without degrees can teach regardless of whatever ranks they are accepted for (instructors or associated professors) or whatever majors they are accepted for.

Note –The evaluation council of the statues of the experts is required at the time of compiling the by-laws of the council, to determine the specific major applicants have been accepted for & submit them to the SCCR for approval.

Article 7-

Having ratified the conditions & qualifications of the applicant , the board of referees informs the cases to the Ministry  of Culture & Higher Education so that  this Ministry embarks on their employment according to regulations.

Note. Issuing the employment decree of “semi-official” for applicants who have no academic teaching experience depends on the point that they teach for two academic semesters at universities as the “contracted instructor”.

Article  8-

The board of referees is composed of three professors or associated professors in majors stated in articles 1 & 2 as well as the clergymen familiar with the academic issues.

These people are selected by the SCCR & appointed by the directive of the Minister of Culture & Higher Education.

Note. (Amended on December 28, 1993) Regarding cases that are related to the Sunnis, one of the Sunni professors upon the suggestion of the council of Supreme leader’s Representatives at Universities & another person from among the representatives of the supreme leader in the Sunni affairs in the region attends meeting of the board of referees (stated in article 8) with the right of vote.

Article 9-

Having being approved by a group composed of five people holding  assisting processor ranks or above selected by the SCCR & appointed by the directive of the minister of Culture & Higher Education, the specialists of artistic majors can teach at the rank of the instructor or assisting professors at the first year or as the contracted employers. If they succeed in their job, they will be employed as the “semi-official” employees.

Note – If the applicant is a “semi-official” employee of the university & works practically as the expert of his specialized major in the educational group, his status can be changed into the “official” employee on the condition that his scientific qualification is approved by this five-member group.

Article 10-

People subject to articles 1 & 9 are supposed to have a good command of Persian language & possess other information in accordance with their major & rank of teaching at the university.

Article 11-

People who have some experiences in experimental & technical fields & are considered of processionals of that field, can be employed as the daily-paid processional masters, if they pass examinations of the specialized committees of the relevant programming group.

Article 12-

(Modified on June 21,1993) The general qualification of people who are applicants for being accepted as members of the faculty at universities or higher  education institutions  & are subject of this 

by- laws, should be ratified by the Central Board of Selecting Academics  (CBSA).

Issuing degrees depends on acquisition of scientific & moral qualifications by the applicants.

Article 13-

In case granting the rank of  associated professor  or professor  to the Shiite experts is essential due to the certain political reasons, this case should be raised in the SCCR.

Article 14-

Credits & facilities related to the execution of these by-laws are suggested by the Ministry of Culture & Higher Education & approved   by the Cabinet.

Article 15-

This by-laws consisting of fifteen articles & five note was approved   by the SCCR at its 167th meeting dated December 17,1991 following the approval of resolutions at the 186th ,188th, 190th , 191st, 194th, & 223rd meetings. These by-laws replaced the resolution no. 1688/DSH passed by the SCCR on August 5, 1989.

A- From among the clerics:

  1. Hojatolesilam Mohaqeq Damad
  2. Dr. Ahmad Ahmadi

B- From among the members of faculty of universities:

  1. Dr. Ali Shariatmadari
  2. Dr. Abdolqasem Gorji
  3. Dr. Reza Davari
  4. Dr. Mahfoozi
  5. Dr. Asad Sheykholeslami (He can attend meetings with the right of vote when the case is related to Sunni applicants)
