In 1972, based on resolution approved by the cabinet, all
affairs of Hadj were trusted to Endowment Organization.
In 1979, upon the approval of the Revolution Council, the
Hadj affairs were detached from the Endowment Organization
and became under the jurisdiction of Ministry of Culture and
Islamic Guidance.
In 1984, once again based on a resolution passed by the
Parliament, the Hadj affairs were trusted to the Endowment
Organization.
In 1991, in accordance with a resolution passed by the Supreme
Administration Council, once again Hadj and endowment were
separated and an independent organization named Hadj and Pilgrimage
was established under the supervision of the Ministry of Culture
and Islamic Guidance.

their implementation
- selection of pilgrimage agents based on regulations
and monitoring their performance
- deciding the priorities and rationing
- setting up standards for sanitation and welfare
of pilgrims and monitoring such affairs

all province of the country.

Planning the dispatching of pilgrims to Mecca and taking care of all their affairs
in Saudi Arabia and supervising administrative activities
in order to evaluate the performance and improvement of
the schemes.
Supervising the performance of Iranian companies who are responsible for organizing
minor Hadj pilgrimage aimed at protecting the rights and
interests of the Iranian pilgrims.
Arranging and organizing tours under the supervision of the organization for
visiting the holy sites in Iraq and continuous supervision
of the performance to safeguard the dignity, wellbeing and
safety of pilgrims.
Appointing authorized agents for dispatching pilgrims to Syria and continuous
monitoring of this process.
Playing the central role is organizing pilgrimage affairs through coordination
among the concerned governmental and non-governmental institutions
in Iran, Saudi Arabia, Iraq and Syria.
Continuous training of all pilgrimage agents in various levels with respect to
the responsibilities of all workers assisting the pilgrims.
Evaluation of the performance of agents in various levels to determine the shortcomings
and advantages of their planning.

The cultural and educational affairs of Hadj and pilgrimage
affairs, based on the decree of the Supreme Leader, are bestowed
to his representative in Hadj and pilgrimage affairs.
