University Jihad

Introduction:

Following the decree of Imam Khomeini ,the great leader  of the Islamic Revolution  (may God bless his soul) dated June 13,1980 about establishment of the Association of Cultural Revolution  , this Association at its meeting on August 7,1980 established the University Jihad (UJ) as a Revolutionary institution stemming from the cultural revolution to materialize objectives of the cultural revolution. After the Association of the Cultural Revolution  changed into the Supreme Council of the Cultural Revolution ,the articles of association of this institution was revised on August 2.1986 & approved by omitting its responsibility concerning participation in administrating university affairs & focusing on performing research & cultural activates for Islamization of universities .

On November 3,1990, the SCCR by considering new conditions of universities once again passed a resolution . In this resolution the University Jihad was  introduced as a bridge between the university & the industrial & service centers of the country. In this resolution, two main responsibilities of performing scientific researches & cultural activities have been assigned to this institution .According to this resolution, the new articles of association of the University Jihad was approved by  the SCCR as follows:

Articles 1 -

The University Jihad is a public & non-governmental institution that has an independent entity under the SCCR .From the administrative, employment & executive perspectives it follows the regulations approved by the board of trustees of University Jihad within the framework of its legal authorities.

Articles 2-

1. Expanding research & prospering the spirit of making research

   attempts & talents in the society in order to achieve the self-reliance.

2. Expanding cultural affairs in the soceity through cooperating with

   seminaries & universities as well as other concerned cultural

   organizations & institutions in particular for the young generation.

3. Expanding poractical & semi-industrail projects through making

   contacts with the scientific & research centers in order to apply

   research results.

Articles 3- Objectives:

1. Expanding researches, making the spirit of study & talents bloom in the society in order to achieve self-reliance.
2. Setting up appropriate organization for compiling, translating & publishing books, periodicals, research results & scientific- cultural magazines & producing educational-assisting materials.
3. Carrying out developmental & applied researches.
4. Following up the research projects of University Jihad until the end of semi- industrial & industrial stages.
5. Offering scientific- technical services in different fields needed for the society.
6. Supporting ,encouraging & recruiting talented & young researchers & students, and planning & creating necessary conditions & facilities in to order to provide grounds for their scientific & research activates based on recognizing real problems & specialized needs of the society.
7. Administrating official courses of scientific–applied education according to conditions & regulations of the higher education of the country.
8. Creating educational & research   organizations introduced in clauses of this article based on regulations & laws of higher  education.
9. Participating in providing appropriate grounds for more employment of graduates of universities (*)

Note- Scientific  - research services include performing qualitative tests ,studying suggestions offered by general- governors , gathering & processing scientific data, publishing scientific data & degrees, promoting technology ,providing scientific consultation & offering technical assistance & offering health & medical services.(*)

(*) This clause was added to the articles of association at the 346^th meeting of the SCCR  dated December 9,1994.

Articles 4-(**)

The Structure of the University Jihad: 

1. The board of trustees
2. The scientific council
3. The chairman of the University Jihad

(**)- This articles was modified at 454^th meeting of the SCCR dated  December 21,1999 as it was stated above.

Articles 5-

The  board of trustees as the highest source of decision- making of the University Jihad is composed of the following individuals:

1. The chairman of the University  Jihad (the head of the board of trustees )
2. The Minister of science, Research & technology or his representative.
3. The Minister of Health & Medical Training or his representative.
4. The head of the Organization of Management & Planning or his representative.
5. The secretary of the SCCR.
6. The head of the Institution of Supreme Leader’s Representation  at Universities   or one of the members of the Council of Supreme Leader’s Representatives at Universities   elected by the Council .
7. Three individuals from among cultural, scientific & social figures or members of faculties at University Jihad upon the suggestion of its chairman based on the amendment of the Articles 2 of the law related to setting up board of trustees at universities.

Note- Directives of members of the board of trustees shall be issued by the Chairman of the SCCR for a term of four  years.

Articles 6- Responsibilities of the board of trustees are as follows:

1. Policy-making ,determining the general policy & approving developmental plans of the University Jihad .
2. Approving the organization & the organizational chart of the University Jihad.
3. Approving financial, transactional ,administrative & employment conditions based on the articles  of law related to setting up board of trustees at universities   & research  & higher education institutions (approved by the Islamic Consultative Assembly on January 8.1991).
4. Approving the budget, accounts & the annual balance sheet of the University Jihad as well as making decisions about revenues & accepting  gifts & helps.
5.  Approving the articles of association of research centers, companies & institutes affiliated to the University Jihad within the current laws & regulations.
6. Approving the general principles of scientific & economic  cooperation with other institutions.
7. Approving the chairman of cultural, scientific   & research centers & affiliated organization who are suggested by the head(*) the University Jihad .

   (*) The word of “head” was added to the articles of association at 274^th meeting of the SCCR dated  March 20,1992.

8. Approving the internal by- laws of the board of trustees & the internal by-laws of the scientific council.
9. Supervising & evaluating the good –performance of resolutions passed by the board of trustees & activities of the University Jihad.
10. Offering suggestions to the SCCR about altering the articles of association of the University Jihad.

Articles 7-

The University Jihad functions under the supervision of the SCCR & its head who is the highest executive rank of this organization is appointed as follows  :

He is suggested by members of the SCCR & is selected by the SCCR & finally appointed by the directive of its Chairman.

The term of his presidency at the University Jihad is three years.

Electing the chairman of the University Jihad for the next terms (after the first term) is done upon the suggestion of the board of trustees & approval of the SCCR .

Articles 8-

Responsibilities & authorities of the chairman of the University Jihad:

1. Managing all the affairs of the University Jihad within the framework of articles of association & regulations.
2. Suggesting chairmen of research , scientific & cultural centers & institutions affiliated  to the University Jihad  to the board of trustees .
3. Official representing the University Jihad in front of legal authorities with the right of substitution.
4. Approving the by-laws & executive regulations based on conditions approved by the scientific board of the board of trustees.
5. Preparing the budget & the report of the annual performance & submitting it to the scientific council of the board of trustees.
6. Executing the resolutions passed by the board of trustees.
7. Preparing by-laws & conditions that should be approved by the scientific council & the board of trustees.

Articles 9- The scientific council:

The scientific council of the University Jihad was set up to determine polices & supervise scientific, research & cultural activates. The members of the scientific council are as the follows:

1. The Chairman, the educational deputy, the research & technological deputy & the cultural deputy of the University Jihad.
2. Three individuals from among members of the superior scientific & research board of the University Jihad upon the recommendations of scientific groups & according to regulations & definitions approved by the Ministry of Culture & Higher Education of the country.
3. Two individuals from among cultural authorities of the University Jihad upon the selection made by the chairman.
4. Two individuals from among officials of research & cultural centers affiliated to the University Jihad upon the selection made by the chairman.

Note- The procedure of suggesting the membership invitation of individuals referred to in the article 2 & the process of holding meetings of the scientific council  are according to the by- laws that shall be offered by the chairman to the board of trustees for approval.

Articles 10-

Representatives of the scientific council:

Representatives of the scientific council are as follows: 

1. Determining the detailed policies & research, education, cultural & publication priorities based on the suggestions of the officials of the center.
2. Supervising the process of holding scientific –applied educational courses.
3. Supervising the costs (scholarships) & study opportunities.
4. Approving by-laws of publishing books, magazines, & cultural & scientific articles.
5. Making comments about the report of the annual performance of the University Jihad which is prepared by deputies & submitted to the scientific council through the coordination council.
6. Analyzing & making comments about the employment regulations, evaluating members of faculty & offering suggestions to the board of trustees.
7. Approving conditions of the process of activities of the University Jihad & supervising the execution of those activities.

Articles 11. The coordination council:

The coordination council is set up under the supervision of the chairman to create coordination in management & executive affairs & to supervise the performance of branches of the University Jihad.

Members of the coordination council are as follows:

1. Deputies of the University Jihad
2. Officials of scientific, research & cultural centers.

Not-. The procedure of setting up the coordination council & making decisions about its responsibilities follows the internal

by-laws approved by this council.

Articles 12 -Responsibilities of the coordination council:

Responsibilities of the coordination council are as follows:

1. Providing executive grounds for resolutions passed by the board of trustees & the scientific council as well as by-laws & circulars issued by the chairman of the University Jihad.
2. Examining the executive by-laws & conditions of the University Jihad & preparing the reforming suggestions, plans & programs that should be on the agenda of the board of trustees & the scientific council.
3. Making suggestions about executive & organizational reforms to the board of trustees through the chairman of the University Jihad.
4. Creating coordination among different scientific, research, & cultural centers.
5. Studying suggestions  made about the annual budget of the University Jihad .

Articles 13-

The sources  of finances of the University Jihad are as follows:

1. Finances that are allocated & approved under a separate category in the governmental budget every year.
2. Gratuitous assistances of the Mostazafan Foundation and the Organization of Haj, Endowment & Charity after their approval.
3. Finances acquired by the University Jihad for offering services ,executing projects for organizations & real & legal entities ,selling products of affiliated institutions & commercializing .
4. Other financial & non-financial gifts & assistances.
5. Making use of facilities provided by banks (*).

Articles 14-

This articles of association consisting of an introduction, fourteen articles & four notes was finally approved by the SCCR on November 5,1991 & replaced the previous articles of association of the University Jihad (resolution no. 3216/DSH approved by the SCCR on Oct. 21 , 1986) & its amendments .
