Following the victory of the glorious Islamic Revolution
inn 22/11/57 and from the early of the establishment of the
sacred system of the Islamic Republic, the participation of
people in various arenas as the manifestation and symbol of
republicanism of the system were seriously taken into consideration
by the founder of the Islamic Republic of Iran Imam Khomeini
and other state official because the principle role of the
people in toppling the former tyrannical regime and safeguarding
the achievements of the Revolution and countering the plots
of the world arrogance and its internal agents in the early
years of the revolution was very prominent. People's presence
at the scenes during the 8 – year sacred defense (Iraq imposed
war) and epic creating, played a major role and during the
country's reconstruction and arenas of the Revolution, presence
of millions of brave and heroic nation of the Islamic Iran
had always been one of the determining factors in various
junctures in post – revolution era.
With respect to the above, the Islamic Propagating Coordination
Council was set up on July, 02, 1980 recommendation of a group
of prominent cultural and religious figures and approval of
Imam Khomeini, this Council functions under the supervision
of the representative of the religious jurisprudent and carries
out its mission and responsibilities by participation and
coordination of Islamic revolution institutions and various
organizations mainly active in propagation, communication,
culture and information dissemination sectors. The role played
by the Council in promoting public awareness, persuasion,
mobilization public recalling for presence in revolutionary
occasions, coordination among various member organizations
and institutions in their tasks for holding commemoration
ceremonies of events and occasions, are quite evident. The
Supreme Leader of the Islamic Revolution the grand Ayatollah
Khameni in a meeting with the members of the council in Jan.
31. 1990 while exulting the services and performance of the
council stated that:
… "Undoubtedly, if we didn't have the Coordination
Council, we would face numerous problems and inconsistencies
in organizing and holding various ceremonies. Thanks to Almighty
God, this Council was set up and for this same reason it should
be preserved."
However, the council since its establishment in post- Islamic
Revolution era has played prominent role in forging solidarity
among various political factions and establishments in organizing
and holding ceremonies and commemorations and facilitating
the continuous participation of people in different scenes
and safeguarding the achievements of the Islamic Revolution
and its values as well as declaring the position of the Islamic
Republic of Iran towards the policies of the world arrogance
and promotion of Islamic traditions.
The Islamic Propagation Coordination Council based on the
declaration of Islamic Consultative Assembly (Majlis) is enlisted
among the public non-governmental organizations and in accordance
with the circulation issued by the then President of the Islamic
Republic of Iran (1990), the Council's mandate includes coordination,
policy – making, supervision and holding of official ceremonies
on public occasions of the Islamic republic of Iran.
Objectives and responsibilities of the Council
Planning, organizing, leading and coordination of public and official ceremonies
and sudden and unpredicted ceremonies.
Taking position during special political and social events and situations through
coordination with relevant authorities.
Forming required establishments and headquarters to hold public and official
ceremonies by using government and public manpower and potentials.
Preparing the ground for extensive participation of people from all walks of
life in demonstrations, marches and various ceremonies.
Promotion of Islamic and revolutionary cultures in the country for enhancing
them among the people.
Main activities of the Council
The main activities of the Council with respect to its tasks
and objectives which is marking of Devine days of the Islamic
Revolution of the Iranian Muslim nation is divided to 3 basic
and important categories.
1- Forming of various headquarters within
the framework of its responsibilities and participation
of concerned organizations and establishments.
1-1- Headquarters for holding the commemoration
ceremony for martyrs of Jun 27.
This headquarters each year, on the anniversary of martyrdom
of Ayatollah Seyed Mohammad Hosein Beheshti and 72 of
his companions, hold special ceremonies throughout the
country as well as the site of their martyrdom in Sarcheshme
district in downtown Tehran.
1-2- Headquarters fro holding of ceremonies
of Women Week and Mothers Day.
On the 20th of the lunar month of Jamadi al
thani with coincides with the birth anniversary the Prophet
Mohammad's (S) daughter Hazrat Fateme Zahra and Imam Khomeini,
this Headquarters through coordination and supervision
of the Council holds nationwide ceremonies on these auspicious
occasions.
1-3- Headquarters for holding of Nov.
04 (the national day of struggle against world arrogance):
This Headquarters organizes nationwide ceremonies particularly
in Tehran in commemoration of the historic events of Nov.
04 such as expelling of Imam Khomeini to Turkey (1963),
massacre of school children by the Shah's regime (1977),
takeover of the spy nest (US Embassy) in 1980 and finally
the national day of struggle against the world arrogance
1-4- Headquarters for Qods and Intifada
with respect to the emphasis made by all official and
the people on holding huge and impressive ceremonies on
the international Qods day (last Friday of the holy month
of Ramadan) as a legacy of Imam Khomeini's ideals, the
Qods Headquarters make its utmost efforts to coordinate
the preparations for this occasion among various organizations.
This Headquarters is also responsible for planning and
organizing various programs in support of the intifada
(uprising) of the oppressed Palestinian nation and increasing
the public awareness of the crimes perpetuated by the
Zionist Israeli regime.
1-5- Headquarters for holding the ceremonies
of the 10 days down of the Islamic Revolution.
This headquarters organizes and coordinates the most
extensive gala of the Revolution, the nationwide festivities
from Jan, 31 to Feb, 10 commemorating the return of Imam
Khomeini to the country and victory of the glorious Islamic
revolution. On these occasions various cultural and epic
programs take place culminating the great and glorious
marches of Feb. 10. There are 40 specialized committees
within this Headquarters that work and coordinate the
efforts throughout the country for making the victory
of the Islamic Revolution. The turning point in the activities
of this Headquarters was planning and holding of the silver
jubilee of the triumph of the Islamic Revolution in the
10 days dawn in 2003
The Council also participates and cooperates in some
local ceremonies marking the special occasions in provinces
such as martyrdom anniversary of Friday prayers leaders.
There are some ad hoe and unpredicted ceremonies which
the council is responsible for their coordination and
organization, such as: ceremonies and marches marking
the day of solidarity with people of Bosnia, marches of
July, 13 in defense of the pillars of the Islamic system,
demonstration condemning the US and British military invasion
of Afghanistan and Iraq, marches in support of the Palestinian
nation, demonstration against American interfering policies
towards the events of July, 18, 2002.
2- Holding of ceremonies marking various
occasions which their planning and coordination are assigned
to the council:
- Mar.31 (anniversary of the establishment of
the Islamic Republic of Iran.)
- June. 04. (anniversary of the uprising of the
Iranian Muslim nation)
- Aug. 29. (martyrdom anniversary of president
Rajaee and Prime Minister Bahonar)
- Sep. 07. (marking the anniversary of massacre
of the anti government protesters in downtown Tehran on
black Friday in 1977)
3- Active participation in special headquarters
which are formed in various occasions:
- May 23 Headquarters, marking the liberation
of the city of Khoramshahr from Iraqi occupation.
- Headquarters for marking the government week.
- Headquarters for marking the sacred Defense
Week.
