People are the ones who both create and preserve human
culture. This fundamental activity , however, can sometimes be disorderly, disharmonious,
and sporadic, and, at times, orderly, coherent, planned, and guided.
Whenever, throughout the history of mankind, governments
and formal institutions veered away from people's cultural orientation and followed
their own path of either non-popular and anti-popular cultural policies; and,
in particular, whenever people, for a host of geographical, economic, political,
and psychlogical reasons, cultural ormation and interaction culture would inevitably
tend to loose its desirable and accomplished dynamism, to say nothing of cultural
disruption and discontinuity. Thus, man failed to optimally utilize his cultural
heritage and intellectual potentials, as necessitated by the espirit de corps,
nor did he succeed in tapping his existential resources to the extent possible.
The emergence of man in his C ollective form and character is so important and
effective for that Imam khomeini, may his soul rest in peace, has described it
in the following manner:
" If the blessed word of Allah unifies people, enabling
them to destroy all idols, they will achieve all exalted goals ... Our own experience
demonstrates the fact that whenever we failed to collectively take heed of God,
we could not achieve anything, though we paid heed to Him on an individual basis."
Today the social impact of culture has tremendously priorities,
roots and branches, combining unity in thought and direction with collaboration
and harmony. It is a social pact inspired by ideals and beliefs overseeing experiences
and realities, limited by capacities and existing facilities, orientated towards
the future and short as well as long term-objectives and, at any rate, subsumed
under the constitutional law.
The addressees of the cultural policy and those who are expected
to put it into effect, are in the first place, officials and all cultural centres
and institutions officiated to the government of the Islamic Republic of Iran.
Other individuals and groups are also required, proportionate to their respective
social ranks and roles - and this arises from their social status and from T he
method of their cultural activity, to abide by the provisions of the present chapter
of cultural policy and not to be violator.
The following points must be taken into consideration in
connection with our national cultural policy:
- Cultural policy is the policy of the Islamic Revolution.
That is to say all aspects of individual and social life in our country have been
based on the Islamic culture. Thus, one should not forget that the Islamic Revolution
is indeed a cultural revolution, and that we should spend a major and greater
part, if not all, of our efforts, resources, and capabilities on enhancing, developing,
and revitalizing our culture in all its individual and social aspects.
If we make oral and written assertions to the effect
that ninety percent of solutions to and remedies for our social problems and ailments
are cultural, but in actual fact reverse the ratio by allocating ten percent of
our resources to cultural issues and the remaining ninety percent non-cultural
affairs, then the adoption of a rational cultaral policy will be of no use to
us.
The cultural policy of the Islamic Republic of Iran is
based on Islamic ideology (weltanschaung) and humanitarianism I ncluding the following
concepts and fundamentals:
- Absolute predominance of a monotheistic attitude over all
aspects and arenae of individual and social life, and - fundamental impact and
role in the Islamic society of beleiving in such religious roots and branches
as Revelation, prophethood Imamate, Justice Resurrection, Exoneration, and Amicability.
- Eternity of human existence and his intrinsic venerability
and dignity as the vice-gerent of God and his trustee, with free will and with
reason to shape his own destiny, capable of using his reason and experience to
perpetuate his evolutionary movement.
- The divine nature of man which is the source of his growth,
goodness, and well-being.
- Equality of all men in creation regardless of their skin
colour, race, and social class; universality and comprehensiveness of the Islamic
message inviting human beings to collaborate and cooperate in benefaction and
humanely activities.
- The physical and spiritual nature of man and his capability
of growth and of actualizing his potentialities in all individual and social,
material and moral, corporeal and mental, rational and E motional aspects; and
the interrelation of those aspects.
- Benevolence, perfectionism, idealism, unlimited scientific
capacity of man and his natural tendency towards seience, knowledge, beauty, sanctity,
worship and virtue.
- Proliferation and power of faith in creating spiritual values
and virtues and in developing a sPirit of independence, liberty, and self respect;
and consolidation of humanely relations in the society.
- Educability of man and actualization of his potentialities
and creative afilities in pursuit of founding a monotheistic, justice - loving,
knowledge-seeking society relying on holy war (Jihad) and on practice of religious
jurisorudence (Ejtehad), characterized by moderation and realism, and, also, benefiting
from discussions and exchange of views, and from criticism, scientific investigations
and historical lessons and experiences.
- Essentiality of spiritual virtues and the exalted status
enjoyed by prety, science, and Jihad and virtues in the Islamic society in ranking
men according to their respective dignity and virtue.
- Impressionability of man to positive and negative factors
of social environment and to cultural clamities and impediments, the responsibility
of the Islamic Repulic for purging social E nvironment of all evils, for administration
of justice, and for granting people the right to participate in all social affairs,
taking into account the necessity of eradicating all causes and factors giving
rise to infidelity, hypocrisy, poverty, corruption, oppression, despotism, hegemony,
and arrogance.
- The IDEAS, viewpoints, teachings, and juristic opinions
of Imam khomeini, may his soul rest in peace, which are the bases of the cultural
policy of the Islamic Republic of Iran, serve as the best and most authentic indicator
and representative of the pure Mohammadan Islam and distinguisher thereof from
all other forms of pseudeo - Islams prevailing both in Iran and abroad.
- The semantic domains of the words and terms used in the
present approved text of cultural policy correspond to the religious fundamentals
embodied in Imam's line and funistic approach. If, therefore, there exist here
in some allegorical and ambiguous points, there also exist many clear and definite
statements by reference to which all ambiguities could be removed.
As is the case with his political, economic, and social
ideas, imam's gnostic, cultural, and artistic views will be considered O ur guidelines
and problem solvers and will continue to shed light on our national artistic and
cultural policy. Whatever Imam has said in relation to musics, films, television
serials, sports, and the like will serve our guideposts.
That great mentor's comments on intelletual activities
and culture have been engraved on our souls and hearts:
"Culture is the source of all fortunes and misfortunes
of nations." Release from evil teachings of western culture, the substitution
therefor by our Islamic and national culture, and a cultural revolution in all
aspects of national life require tremendous, life-long efforts. Nobody should
underestimate the danger of the dogmatic clergy and og idiotic pseudo-saints.
In the lslamic Repubic of Iran , except for the cases where Islam and the prestige
of the Islamic system are in jeopardy - and this should be judged by knowledgeable
experts - nobody can impose his personal views on anybody else ... If we manage
to introduce a government system based on non - aligned principles and on pure
Islam devoid of any deception and hypocrisy, then we can claim that our Revolution
is victorious. Culture is the starting point of reforming a country. We hope man
would reach such an A dvanced stage that guns give way to pens, because the latter
have been of service to him much more than the former ... Islam's commendment
as to Jehad (the holy war) ... essentially means that people should defend the
truth and justice and replace guns with them.
One of the most important principles of our glorified
Islam is propaganda, which introduces good deeds encouraging people to perform
them, and which depicts had deeds showing the way to avoid them. Therefore, show
our people and, in particular, our brave youth, the framework of pure Mohammadan
Islam dpicting sacred indignation and revolutionary hatered against capitalism
of the west and aggressive communism of the East, and the say to struggle against
hypocrisy and deception. It should be propagated among alll officials and people,
as an undending principle, that our islamic system means business when it comes
to its objectives, and that in case the Islamic values are in jeopardy, anybody
responsible regardless of his or her social rank and position , will be categorically
treates."
- The constitutional law, as another manifestation of
the vision of the Islamic culture and of the Islamic culture and of I mam's thoughts
and Ideas, inspires and corroborates our cultural policy.
- The provisions of the constitionel law , in particular,
what has been stipulated in the 2nd, as well as, 7th through 30th principles in
connection with culture and the social and political exigencies thereof; in other
words, the directives mentioned in regard to such issues as moral virtues, human
dignity, liberty, independence, human experiences, research and innovation, general
knowledge, public participation, the command to do what is right and the prohibition
of what is wrong, and the like does and will serve as guidelines of the national
culturanl policy.
- Cultural policy, in its general and customery meaning, refers
to a set of goals, fundamentals, priorities , and executive policies , whereas
a more restrictes sense of the phrase specifically refers to executive policies.
The following outlines the overall cultural objectives
of the Islamic Repubic of Iran as well as the ultimat goal of drawing up the present
charter of cultural policy.
1) D eveloping any and elevating humanitarian Islamic
culture, and spreading the message and culture of the Islamic Revolution throughout
the society and the world.
2) Achieving cultural independence, remove degenerate
manifestations and inappropriate bases of foreign cultures, and rid the society
of superstitions and of deviant customs.
3) Making man's creative abilities attain perfection
in all aspects; activate his potentialities and endowments; and tap his existential
resources.
4) Embellishing man with moral virtues and with divine
attributes in the course of his transcendence.
5) Fully materializing cultural revolution in order to
institute the values prescribed by Islam and the Islamic Revolution in both individual
and collective life; safeguard the aforementioned values; and making the cultural
movement toward an ideal society a continuous process.
6) Understanding the zeitgeist, making a critical review
of human societies' cultural achievements, and utilizing those adaptable to Islamic
principles and values.
1) D etermining and drawing up guidelines and binding
priorities for the country's cultural movement, and formalizing them, awing inspiration
from Islamic ideals and convictions, considering realities and capacities, and
utilizing both national and international experiences and eppriate and varied
tools and facilities.
2) Developing unified procedures and coordinating cultural
activities of various executive agencies of the Islamic Republic; and mobilize
facilities, efforts, and cultural programmes with a view to meeting the society's
cultural needs and to directing existing cultural efforts and needs.
3) Emphasizing spiritual values and ideals as well as
Islamic culture; preserving and promoting the "Bassiji". (mass mobilization) culture;
strengthening the spirit of sacrifice and devotion to sacred Islamic values, considering
the necessity of understanding the zeitgeist; reinforcing strong points; removeing
week points; and being prepared for properly and adequately facing exigencies
and unexpected developments.
4) Makeing necessany preparations fon the alignment to
various economic, social, and non - cultural projects and P rogrammes having culural
impacts with the national cultural policy, and eliminating dicrepancy between
them.
5) Facilitating and promote the planning, supervision
and evaluation of cultural affairs supporting plurality, diversity, and freedom
of people's cultural activities; facilitate and promote cultural exchange and
interaction between private and public sectors to increase cultural dynamism,
dedicated efforts, and accomplishments; and upraise general knowledeg and awareness
of the public and the spirit of research, initiative, and innovation.
The principles of national cultural policy serving as
guidelines for officials, managers, planners, and agents of cultural affairs are
as follows:
1) Recognizing and evaluating historical and national
heritage and traditions in various religious, scientific, literary, artistic,
and public culture arenae; safeguarding Islamic and national works of art; and
preserving and revitalizing constructive and valuable achievements of the Islamic
civilization in
Iran.
2) Being comprehensively cognizant of Islamic and Iranian
C ulture and civilization; promoting Islamic morality and knowledge; and introducing
great figures and events of both Islamic and Iranian history to the public.
3) Establishing active relationship with other nations;
and consolidating bonds of freindship and strengthening solidarity with Muslim
and other peoples.
4) Being cognizant of human culture and experiences;
and utilizing, through all appropriate and useful tools methods, the world's scientific
and cultural achievements.
5) Consolidating national and religious solidarity taking
in to account ethnic and religious characteristics; and endeavouring to eliminate
impediments to national unity.
6) Making continuous efforts to facilitate the society's
scientific, cultural, and technological grwth to being spread literacy and pedagogy.
7) Taking every effort to promote and to enrich the persian
litrature and language .
8) Paving the way for flourishing talents and creativities;
and supporting initiatives and innovations.
9) Safeguarding human liberty and security in various
cultural political, judicial, and economic arenae.
10) P roviding adequate facilities and necessary conditions
for researching and utilizing the outcome therfrom in all fields.
11) Encouraging to think and to reason, and critical
attitude and to unbiased decision making in intellectual encounters.
12) Countering superstitions, dogmatism, sanctimoniousness,
pretensions, extreme modernism, and infatuating with foreigners under the banner
of realism.
13) Promoting the spirit of equalitarianism and of struggling
for social justice.
14) Granting due import to toil; by showing respect for
efforts to achieve independence and self reliance; and, at the sometime, encouraging
commitment to self - sufficiency and to contentment; struggling against tendencies
to extravagnce and dissipation.
15) Fostering both body and mind, by making an allembracing
effort to promote sports and physical education as an important social necessity.
16) Strengthening revitalizing and introducing constructive
and authentic art in all fields and arenae compatible with the spirit of Islamic
teachings.
17) Taking comprehensive steps to identify younger G
eneration's potentials and physical as well as spiritual needs, providing them
with appropriate and favourable conditions to upgrade and to perfect their scientific
and ideological personality, and responsibility, and to directly participate in
all aspects of individual and social life to the extent possible.
18) Strengthening the personality and social position
of Muslim women as mothers; encouraging and creating conditions necessary for
them to discharge their essential mission as" educators of the next generation"
Taking steps to actively participate in social, cultural, artistic, and political
affairs; and struggling against incorrect attitudes and beliefs in this regard.
19) Expanding the scope of public participation in cultural,
artistic, scientific, and social affairs; and supporting nongovernmental activities
with a view of making culture a common cause and promoting government-sponsores
cultural affairs.
20) Adopting positive policies in regard to cultural,
artistic, and social affairs and making immune for the society against cultural
diseased; endeavouring to create an attractive and tolerant atmosphere based on
a holistic attitude, F arsightedness, and consultation and devoid of violence,
hasty decision making, Stereotyped outlook , and of despotism.
21) Encouraging and strengthening espirit de corps and
provid Training in this regard; giving priority to collective rather than individual
interests; having respect for law and pulblic order as a social habit and tradition
; and making the government pioneer the defence of sanctity of law and of people's
rights.
22) Endeavouring to identify and publicizing the fundamentals
of authentic religious and national identity to consolidate and perpetuate culural
independence.
23) Promoting critical attitude and opennessing to criticism;
supporting the right of individuals and groups to invite people to do what is
right and to prohibit them on doing what is wrong on the basis of wisdom, good
preaching and tolerance; struggling for achieving the best.
24) Expanding and upraising artistic and cultural propaganda,
so that moral virtues could be promoted and consolidated.
25) Paying heed to the rustic art and culture to uplift
the S tandard of cultural life in villages; and, also, strengthening authentic
and valuable rustic and tribal creativities.
1) Misconception of asceticism and heedlessness of wordly
affairs leading to lack of dynamism, social stagnation and loosing sight of the
future.
2) Disregarding for public order and pessimism about
government, as has been the case throughout the Iranian history.
3) The illusion that Islam (shari'at) is against all
sorts of innovation, and that piety and commitment runs counter to specialization
and expertise.

those social problems required to deliberation and prudence.

and associations committed to the Islamic and revolutionary cause.

protect the authors of cultural, scientific, and artistic works.

sector in the national budgeting system and allocateing adequate financial resources
there to in such a way that the sector could be provided with necessary financial

would not be subject to the fluctuations in the current budget.

- free loan funds for social security of writers, artists, and cultural research
workers and; providing the aforementioned persons with a special loan and insurance

forward such general cultural issues as environment, hygiene, population growth,
migration, production, consumption, law, order, and the like.
37) Supporting the press and: contributing to their qualitative
and quantitative improvement and to their access to effective and comprehensive
methods of publishing the news and logically balanced views on various topics
while enjoying freedom and independence within the framework of related laws and
regulation; and also expanding and strengthening the activities of the press both
at national and international levels.
38) Expanding, reinforcing, and equipping the Islamic
Republic of Iran's News Agency.
39) Establishing and reinforcing a higher - education
centre for the training of manpower required for mass media; also, establishing
and reinforcing the country's mass media R epresentatives in foreign nations to
utilize domestic and foreign experience and researchs in news and propaganda -
related activities.
40) Developping demographic as well as geographical coverage
of IRIB at regional, national, and extraterritorial levels; improving both quantitatively
and qualitatively, I.R.I.B. 's programmes proportionate to propagadna and cultural
needs of the Islamic Revolution and the Islamic Republic of Iran.

to increase the Islamic Republic of Iran's artistic, cultural, propaganda, news,
and press presence on international scenes.
Supervision, Execution and Concordance organizations
& centres
49) The responsibility for harmony and necessary in executing
the principles of our national cultural policy shall be shouldered by the supreme
council of cultural Revolution presided over by the president of the Republic.
50) The following Executive Agencies are specifically
held R esponsible for the proper Execution of the Islamic Republic of Iran's cultural
policy:
- Ministry of Culture & Islamic Guidance
- Ministry of Education
- Ministry of Health and Medical Education
- Ministry of Foreign Affairs
- Islamic Republic of Iran's Broadcasting (I.R.I.B)
- Physical Education Organization
Note 1.
The aforementioned executive agencies are duty - bound
to submit, every six months, a progress report on the impementation of cultural
policies to the secretariat of the supreme council of cultural Revolution.
Note 2.
The plan and Budget organization and other executive agencies
somehow related to the Execution of the cultural policy, or the Execution thereof
depends on their support, are duty - bound to cooperate and to provide necessary
facilities in order to prove the Republic's cultural objectives.
Note 3.
The cultural and propaganda centres which are, In some
way,financed by the Government Budget and public facilities are duty-bound to
perform their cultural activities with in the framework of our national cultural
policy.
T he principles of cultural policy were discussed and
reviewed in numerous sessions and were finally approved in the session No.288,
of the supreme council of cultural Revolution , dated 20 Mordad 71(11 August 1992).
